Sadly David has died of cancer. He was SC UK Director of Policy for four years which was the precursor to both PAC and PPQ. He recruited many current staff and alumni
HRW has done a very nice obituary here, but it does not make enough of the role that David, who was Claire Short’s Special Adviser when DFID was created in 1997, played in creating the whole UK’s approach to international development, focused on poverty reduction and building the role of states, something we are still defending. He was a lovely, principled man so this is sad. He was diagnosed with cancer come years ago.
