International protection: Finland has a well-established asylum system and continues to ensure effective quality asylum procedures for forcibly displaced people. Engagement in EU Affairs: Finland supports a common EU asylum system, including the EU Pact for Migration and Asylum. A law proposal on the implementation of the EU Pact was published in December 2025. Multilateral aid: UNHCR is one of Finland’s largest recipients of multilateral aid. In 2025 Finland provided UNHCR with 28.7 million USD. HIGHLIGHTS Law to combat instrumentalized immigration In July 2025, Finland extended the validity of the law that introduced temporary measures to combat instrumentalized immigration. The law sets out the conditions for the restriction of the reception of applications for international protection at and near the Finnish land border. With the extension, the law will remain in force until 31 December 2026. Eastern land border The eastern land border remains closed since December 2023, following the arrival of more than 1,300 asylumseekers via the Russian Federation. Finland has stated that it will not open the borders in the near future. Resettlement quota The Government of Finland announced a resettlement quota of 500 refugees for 2026. As part of the quota, Finland will also receive individuals in urgent need of resettlement without any specific conditions on nationality or region.
